What Is a Carrier Code?

Carriers or transportation companies moving commercial goods into Canada are required to have their carrier code, which is a unique four (4) character code issued to carriers. The carrier code is used to identify carriers to Canada Border Services Agency (CBSA) and is therefore needed in order to cross the border, no matter how often you are crossing. Each code is uniquely issued per mode, per legal entity.  The carrier code is found at the beginning of your PARS label or Cargo Control Number.

There are two main types of carrier codes, and these are known as non-bonded and bonded carrier codes.

  • Non Bonded Carrier Code: Carriers which are transporting freight which needs to be released at the border, in order to cross.
  • Bonded Carrier Code: Carriers which have posted security, allowing them to transport goods beyond the first port of arrival and to a bonded warehouse.

The difference between these two types of carriers really boils down to when goods can be released at the border. Non-bonded carriers will need their freight released at the first port of entry, while bonded carriers are allowed to move the goods further beyond this point, due to previously paid security on the goods. Bonded carriers need to go through a separate, more extensive application process, in order to become a bonded carrier.

Do I Need a Carrier Code?

Any carrier transporting specified goods into Canada needs to have their carrier code. A carrier as defined by CBSA is a person or entity involved in international commercial transport, operating a conveyance used to transport goods to or from Canada. The goods transported are either commercial goods, empty cargo containers which are to be imported but not for sale, or any other goods being transported into Canada for a fee. 

How Do I Get a Carrier Code?

In order to apply for your carrier code, you will need to fill out an application form and submit it to Canada Border Services Agency. While the forms can be filled out manually, the process has now become simplified thanks to technology. For a manual form, you will need to fill out and submit the following via email:

  • Carrier Code Application - Form BSF329-7
  • Company Ownership Documents
  • For bonded carriers-  Customs Bond - Form D120

Failure to communicate changes could lead to issues with your account and therefore issues in crossing the border. If you are making any of the following business changes, then they need to be communicated with the CBSA:

  • Adding or removing vehicles from your fleet
  • Updating your contact information
  • Changing your business name
